There is no communication to the Server 2003 server - ipsec service cannot start

Symptoms:

There is no Internet and Intranet on the Server 2003 server. It is not possible to communicate with the server from workstations, Ping the server
will return a "Request Timed Out" message. event 7023 appears in the event viewer and the IPSEC service does not start.

The reason for the malfunction:

The fault is caused when a registration value is deleted as a result of an interruption when writing the value to the hard disk.

Troubleshooting:

* Warning: before the treatment the registry key must be backed up, if you are not sure how to do this please consult an expert.

• Enter the registry editor and navigate to the following path:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\IPSec\Policy\

• Export the Local key and delete it.
• Reboot the server
